    Your community is managed by a volunteer Board of Directors and a professional property management company. We are here to ensure Balboa Towers remains a wonderful place to live.

    Meeting Decorum Policy

    Homeowners are welcome and encouraged to attend General Session meetings. To ensure productive and respectful meetings for everyone, we ask that all attendees observe the following:

    • Homeowners who wish to speak during open forum are allotted 3 minutes

    • Please raise your hand and wait to be recognized before speaking

    • Remarks should be directed to the board, not to other homeowners

    • Personal attacks, profanity, and disruptive behavior will not be tolerated

    • The board reserves the right to adjourn the meeting if decorum cannot be maintained

    • Questions requiring research or detailed responses are best submitted in advance to info@balboatowers.org so the board can provide accurate, thorough answers

  • Your Balboa Towers Board of Directors is a volunteer board of homeowners dedicated to the responsible governance and management of our community. Like you, our board members have full-time jobs, families, and personal obligations outside of our community responsibilities.

  • Balboa Towers has an organic waste dumpster for compost materials. Please read the signage on the dumpster carefully β€” it lists exactly what is and is not accepted.

    The following items do NOT belong in the organic dumpster:

    • Plastic bags of any kind

    • Dog waste

    • Cardboard β€” including Amazon boxes and other delivery packaging

    Placing unacceptable items in the organic dumpster creates problems for the entire community and may result in the bin being rejected by the waste hauler.

    Acceptable items are listed on the dumpster signage β€” please take a moment to read it.

  • Balboa Towers is a pet-friendly community and we love our four-legged residents! However, all dog owners are responsible for cleaning up after their pets β€” every time, without exception.

    Dog waste stations with bags and disposal bins are conveniently located throughout the community. Please use them.

    We have children who live and play in our community. Leaving dog waste on the ground is not just unpleasant β€” it's a health hazard for our youngest neighbors. Please be a considerate neighbor and clean up after your dog.

    Failure to clean up after your pet is a violation of community rules and may result in a fine.

  • Balboa Towers was designed in the 1970s when parking needs looked very different. With 116 units each issued one permanent permit and one guest permit, there are 232 permits for only 82 common area spaces. We understand that parking is a genuine challenge for our community and we acknowledge this reality.

    In the meantime, we ask all homeowners to be considerate neighbors:

    1. Use your deeded garage or parking space first before parking in the common area for extended periods

    2. Beyond your deeded space, there is no guaranteed parking in the common area β€” it is shared by all homeowners equally

    3. Never park on the grass β€” our irrigation system runs beneath it and can be damaged

    4. Never park in red zones β€” these are kept clear by law to ensure emergency vehicles can access our streets

    We appreciate your patience and understanding as we navigate this together.

  • The Balboa Towers pool is temporarily closed pending required repairs to the pool fencing and gates. The existing stucco fencing has deteriorated significantly over many years, causing the wrought iron gates to become misaligned and inoperable. By law, the pool cannot reopen until the fencing and gates meet city safety requirements.

    This situation didn't happen overnight. Like much of Balboa Towers' infrastructure, the pool area has aged over 50+ years and adequate reserves were not collected in prior years to address the gradual deterioration. Last summer the pool was also closed for an extended period due to a leak and pump failure β€” another reminder that aging infrastructure requires consistent attention and investment.

    The current board could not have predicted that the fencing would become inoperable before this summer. What we can tell you is that replacement of the pool fencing and gates was already included in the approved special assessment capital improvement projects β€” planned and funded before this summer's closure.

    Why hasn't it been fixed yet?

    This is a fair question and deserves a straight answer. The board has contacted multiple contractors and encountered a frustrating but real obstacle β€” there is no clear consensus on whether this project requires a city permit. Some contractors say it does. Others say it depends on the height of the fence. The city's documentation itself has not provided a definitive answer. We cannot responsibly proceed with construction until we know exactly what is required β€” starting work without the proper permits could result in fines, forced removal of completed work, or further delays.

    We are actively working to get a contractor who'll do the work from start to finish and acquire any needed permitting from the city. We will move forward with contractor selection as soon as we have clarity. We will provide updates through our Community Updates page as the project progresses. We ask for your patience and understanding β€” we are as eager as you are to reopen the pool.

    Be a Good Neighbor We are a close-knit community. Please be considerate of your neighbors regarding noise and conduct at all times.

    Property Issues For any issues related to your unit or the property, please contact your landlord or PMP Management directly.

    Please note: Our CC&Rs require lease registration with the association. Please confirm with your landlord that this has been completed.

  • Trash and recyclables are picked up every Friday. If a government holiday falls during the week, pickup moves to Saturday β€” and bin schedules shift accordingly.

    Bin Schedule:

    • Bins may be put out no earlier than Thursday afternoon

    • Bins must be put away by Saturday morning

    A note on porches and driveways: Please keep your front porch and driveway clear of furniture, boxes, and miscellaneous items. These areas are part of our shared community appearance and should be kept tidy. Items may be stored on your back patio or in your garage.
